Anatomy of pilot purgatory
You deployed AI. You allocated budget, procured tools, ran pilots, and possibly even hired AI-specific roles. Leadership championed the initiative. Teams logged in, submitted prompts, and generated outputs. But here is the question that separates organizations creating real value from those burning capital on sophisticated theater: did anything actually change in your business metrics?
Not usage metrics. Not adoption rates. Not prompt volume. Business metrics. Conversion rates. Revenue per representative. Customer satisfaction scores. Sales cycle length. If the answer requires qualification or hedging, your organization is experiencing pilot purgatory.
Scale of the problem
According to MIT's State of AI in Business 2025 report, roughly 95 percent of enterprise generative AI pilots fail to deliver measurable impact on the profit and loss statement. S&P Global reveals that 42 percent of companies scrapped most of their AI initiatives in 2025, more than double the 17 percent abandonment rate from just one year prior. The RAND Corporation places the broader AI project failure rate at over 80 percent — approximately twice the failure rate of non-AI technology projects.
Pilot purgatory follows a consistent pattern. The catalyst: something about AI seems important, but the goal is articulated as "deploy AI" rather than a measurable business outcome. The investment: resources flow into tools, partnerships, and hires. The pilot: experiments launch in controlled environments and work well within constrained parameters. The stall: nothing material happens to business outcomes. The loop: the organization launches additional pilots, upgrades models, hires more specialists — each iteration consuming resources without moving business metrics.
Activity metrics trap
The technology is rarely the problem. Modern AI models are remarkably capable. When business metrics do not improve after AI deployment, the problem is that performing the designated function within the existing workflow does not change business outcomes. Organizations consistently approach AI by identifying use cases that start with the technology and work backward, rather than starting with the business outcome and working forward.
Perhaps no single factor contributes more to pilot purgatory than the confusion between activity metrics and business metrics. Activity metrics — login frequency, session duration, prompt volume — trend upward naturally when a new tool is deployed. They measure whether people are using the system. They do not measure whether the system is producing business value. AI tools that employees enjoy using but that do not change business outcomes are expensive coffee machines.
Real root cause
The real root cause is operating model misalignment. AI deployment requires operating model redesign — actually redesigning how the work gets done. McKinsey found that workflow redesign has the most significant effect on EBIT impact from AI deployment among 25 attributes tested. AI high performers were 2.8 times more likely to report fundamental workflow redesign. The bolt-on approach, adding AI to an existing process designed without AI, adds complexity rather than value.
Research from multiple sources converges on the 70/20/10 rule for successful AI: 70 percent of resources toward people and process change, 20 percent toward infrastructure, and 10 percent toward the AI models themselves. Most organizations invert this ratio entirely.
The alternative path
The escape path requires defining specific business outcomes before deploying AI, redesigning workflows to incorporate AI capabilities fundamentally, measuring relentlessly against business metrics, and iterating based on business results. Organizations deploying AI with proper process redesign can demonstrate measurable results within 90 to 180 days for a focused domain. MIT research found that mid-market firms reach full AI deployment nearly three times faster than large enterprises, likely due to organizational agility and more direct connection between AI deployment teams and business outcomes.
